Cenvat is admissible only when you use the input in the manufacture of excisable goods. If bough out cleared as such you are not entitled to cenvat credit. There may be situation when bought out is used as input in your factory, but it is also exported as it is, the you have to pay / reverse the amount of credit taken against the same.
