Tempo Service is Require to Register Under GST

One of my client is doing Small Tempo Service business (Transportation) he is not registered under GST. But, now after E-Way bill for intra state. Question arises as below:

1. Whether he is to register under GST?
2. He delivers goods of URD TO URD. Who will generate E-Way Bill?

Please guide me how solve these issues.

1. No, GST registration is not compulsary to generate EWay bill for transporter.if a transporter is unregistered, but the above limit of the value of goods is exceeding, the transporter has to generate e-Way Bills. Since he will not have a GSTIN, the concept of Transporter ID had been introduced.
Every unregistered transporter will be issued a Transporter ID, they will have to mention this ID on every e-Way Bill in place of GSTIN.
2. Transporter is required to generate e way bill if both consinor and consignee are unregistered.

- No need to register under GST. Bcoz, the road transport service is exempted under GST except GTA.

2. He delivers goods of URD TO URD. Who will generate E-Way Bill?

- The tempo driver can prepare as URD...

Unregistered Dealers under E-way Bill supplying to Unregistered Dealer

As per the e-way bill rules, in case unregistered dealers under e-way bill are supplying goods to other unregistered dealers, e-way bill is not required to be generated. However, here too, the unregistered supplier will have an option to generate the e-way bill under the “Enrolment for Citizen” option on the e-way bill portal, as discussed above.

Tempo Service wala is not liable because is not registered in GST. So, receiver is liable for GST. But, in case URD TO URD service nobody is liable for GST. How this transaction will effect to E-way bill?

Here any one (URD or URD or Transporter (Tempo Owner) will be prepare E-Way Bill under "E-Way Bill For Citizen"

How can babues sitting in Delhi expect a small uneducated or low educated tempowala should handle eway bill generation process ?
