i think tds is not applicable . i have just gone thru its background on the net and i found that it is t0tally funded by govt of india hence it is a govt institution and payment to it is not liable to tds. pls correct me if i m wrong.

what is the purpose of payment ? TDS is applicable on specified payments of expenditure, not on money payouts.
