"DOES HE REQUIRED TO DO ANY TDS FILLING IF AL PAYMENT MADE TO TRUCK OWNERS HAVING LESS THAN 10 TRUCKS" Yes, if he is liable to deduct TDS on any other payment, than only payments to truck owners. Even declare these payments, while return filing.
