I m registered contractor of state government... my office where I work as a contractor deducted 2 percent from my bill from the year 2011 on words but since I don't have I. t file I have not got tds is it possible to get the money

To claim tds, you have to file IT return

As CA mohit Kumar quoted, in order to get refund of TDS deducted, one has to file IT return for the respective assessment years. Else u can't claim refund.
Here, in your case Mr. Rajib mazumder, u cannot claim refund.
