Tds refund

Hi,

We are trying to get the tds amount from cpc but we didn get the proper reply from him so there is any other option for getting the tds refundable since i am trying  with cpc for past two years. But still i am not getting the proper reply. Please suggest me apart from cpc or the customer care from cpc.
