Tds on time slot purchase from media comapnies

I have a client (company) who purchases time slot from TV channels(company) and other media companies for advertisement as per its clients requirements.

Query: Is TDS to be dedcuted on the payments made to channels, media companies,etc for purchase for time slot for    advertisement.
