Tds on salary, rent, and payment to sub-distributor

Hi All,

Please help me in this regard

There is a change of Distributor Company without change in employees,Commercial place and the sub-distributor

1. Does change of Rent Agreement subject to Tds on rent if Payment by the later company to the landlord doesnot exceeds the threshold limit of 1,80,000 as per Section 194 I

2. A employee Worked for 11 months but the previous employer didnt deduct the Tds on Salary u/s 192, Is it an obligation of his present employer to deduct tds on his whole year's salary on estimated basis ?

3. Payment made to sub-distributor by the present company for the month of march exceeds 30000 on single payment basis but does not exceeds 75000 p.a. as the sub-distributor's aggregate income exceeding in lump sum after taking from both of company present and past.

The present company is in operation w.e.f 22 February.
