In F.Y. 2016-17, a cooperative society has not deducted TDS on salary paid to an employee. Whether this will make disallowance of salary expenditure by 30%. Please advise.

How much disallownace will be done - 30% of total salary paid to that employee or 30% of that portion of salary on TDS was to be deducted? If the employee has deposited tax on his salary income, then employer can be saved from TDS and thus disallowance provision?
