one of my client has Commission income and on that Income TDS is Deducted by the Organization which making payment of commission but it has not issued Certificate till today nd also not showing in 26AS and every year same problem happened they paid tax too late and not issuing CERTIFICATE to me !! so what i can do please help me !! whether can i complain about this to Income tax authority !!

You can request the company to issue the TDS certificate. If the company is not giving tds certificate and that the tax deducted is not getting reflected in your Form 26AS, you can make an application to your client's assessing officer that the tax has been deducted, but the party is not issuing TDS Certificates. The assessing officer will take necessary actions. Its a clear case of non-filing of TDS returns for reasons best known to the deductor.
I agree with Jinesh. The organisation is not deducting TDS on time and that attracts interest and penalty. So you should file a complaint against that organisation to the assessing officer of that client.
