Tds certificate in physical form

I am deducting the TDS on Commission Expenditure from a Party which is Goverment owned. I am depositing the amount so deducted in Central Government account online and also filing quarterly returns. On stipulated dates I am downloading the Forms 16A from the Income Tax Website named TRACES duly signed electronically (Digital Signature affixed). And sending them to the parties through email as well as a Printed Copy.

But the said deductee (officers sitting in this government owned company) is regularly insisting us to issue the TDS Certificate in Form 16A in physical form duly signed by the authorised person under the office seal. Also they are giving credit of TDS amount on the date of receipt of TDS Certificate and not on the date of commission and charging interest on the same.

If anybody can suggest how to deal with these government officials.
