Flat Buyer can deduct TDS and who will claim that? buyer or Seller?

As per sec 194-IA ,purchaser liable to deduct tax,when consideration is more than 50 lakhs.
rate of tds- @ 1%,if pan not furnished by the seller tax @ 20% shall be deducted.
2)seller can claim on such tds amount.
