Tax rate on manuf. non woven bags

my client is engaged in the business of manuf of non woven bags attracting vat @ 5%in kolkata west bengal. but he has received a notice from Vat deapartment demading a huge sum of tax payable as they have calculated tax @ 14.5%. plz guide me what to do now. also help me to find correct tax rate from schedule.
