Yes he can claim both HRA & 80C deduction against his salary income.

HRA Deduction:-
If Salary breakup inculed HRA allowances then he can claim HRA deduction
80C:-
The exemption of Sec 80C is available to Individual, HUF. So, He is eligible for claim 80C exepmtion.
