Tax incidence on payment to non resident

Hi Friends,

Help me out from this situation, Suppose we have a contract for giving technical services outside india and we appoint a engineer from third country and depute in the required country.And we have signed a separate contract with the engineer as independant contractor and amount paid in the engineers home country(nigeria). Whether tax is duductible form the payment to engineer or not? and other tax implications.......
