I want to know if exam certification vouchers purchased from USA website and are sold in india, which tax is aplicable - service tax or vat?

If you have procured intellectual rights from the USA website and you are downloading content from the site then Service tax would be applicable.
Further, You are selling the property in goods. So, VAT would apply on subsequent transaction.

Just to confirm, when i sell it in india i need to do VAT billing. Am i correct?

I have already said that VAT would be applicable on subsequent transaction. So, you are required to charge VAT on sale.
