Service tax on catering services to hostel

Respected Sir,

My Client is providing Food, Catering & Housekeeping Services to Hostel runned by Other Educational Institution, Whether the Service provided by My client is Taxable Service.if Yes is there any Circular/ Notification regarding this issue.

It's taxable as it's not covered in mega exemption 25/2012 And there is abatement under 26/2012

Sir, I want to know that if any service provider prepare invoice but he is not paid service tax

then he can file st-3 return without payment made ?

Please guide me.

u services comes under catering services and house cleaing services if u totall turnover exceed morethan10lakhs oneach services then servicetaxwill applicable
