Hello,
If a company does not fall under excise/ service tax regime currently and so if it does not have registration number, you have to expense the tax.
If you are having either of the registration number i.e. Service tax or excise , then you can avail the credit and can utilise it in future.

As per condition treat service tax amount as Expenses
