1. Can 142(1) be issued without serving notice u/s 143 (2)?
2. What is the practical difference in both the assessment?

Yes , 142(1) can be issued to compel you to file Return of income. It is a notice which ask you to file Income Tax Return.
However, 143(2) notice is issued in case where return has been already filed and the same is selected for scrutiny.

Sir,
Considering your case I would like to confirm That you are correct, Notice under 142(1)i can be issued only if no return has been filed .
However , Notice under 142(1) ii can be issued even after that requirng you to produce books of accounts..
Please check your notice and confirm the section under which the notice has been issued.
