Does issue of salary slips & maintenance of salary register compulsory whether salary is paid through cash or cheque or ECS?

It is not compulsory however, it is recommended for maintennace of records in the company and the decorum of the company....In Government Sector it is mandatory...

You will have to check different laws applicable to you for the same. Maintenance of salary register and issue of salary slip is mandatory as per provisions of various labour laws like Payment of Wages Act, Factories Act, Payment of Minimum Wages Act etc. etc....

The Salary slip for issuing to employee is Statutory thing. So you have to follow the Act accordingly. If your firm is covered under Shops & Establishment Act , it should be as per that Act, or If your firm is covered under Factories Act / Standing Orders Act you have to follow the Act accordingly.
The requirement for employers to provide an “itemised pay statement” is set out in Section 8 of theEmployment Rights Act 1996. It says: “An employee has the right to be given by his employer, at or before the time at which any payment of wages or salary is made to him,

Also.. Salary or Wage slips are mandatory as per payment of wages Act and Minimum Wages central Rule 1950 - Rule 26(2), Form XI.
Under the Shops and establishment Act, the employer shall maintain a salary register where the details of the employees and the salary paid is recorded for every month.

Every business has to be maintain the following records under Shops and Establishments act: •
Various registers giving details of employment, fines, deductions and advances, salary, holidays, etc. The names of the register may vary from state to state, and hence, it is a prudent practice to request the exact nature of documents that your state might need from your municipal corporation. Files related to annual holidays, number of employees need to be submitted at the Office of the Municipal Corporation annually.
Hence salary register to be mained under format of - Form X .
