Value in Home Consumption = assesable value on which excise duty & cess to be charge.

DSA (earlier RG-1) accounts for "manufactured goods" / sock / clearance for home and export with/without payment of duty.
value taken in RG-1 clearence, is basic assessable value u/s 4 of excise act, on which cenvat duty+EC+SHEC is charged.

yes, assessable value has to me mentioned in RG 1 Register. For assessable value we need to calculate Excise duty and cess
