Is there any circular for LLP in which if we have formed the LLP in march 2015 or later we cannot remove (resign) the Designated partners or cannot sell the property for next 3 years

No...there are no such circular on this matter.
So we can Resign the Designated Partners whenever we want to and also can sell the property anytime irrespective when the LLP has been incorporated
