Payment to foreign shipper for freight charges is exempt from tax.
I want to clarify whether 15 CA required for the same. and if yes which RBI Code need to be put while filling form 15 CA.?

To be issued is 15CA part D, and RBI codes can be got from the dropdown in the new 15ca utility as shipping business.
