Relief u/s 89 For FY 2020-21

Can we claim releif u/s 89 if we file ITR-1 first time since arrears received in F.Y. 2020-21 of Last two P.Y. 2018-19 and 2019-20

However Total Income is less 5 lakh Rs. every year but due to arrears received TI is higher than Limit Amount and also TDS dedudted by Government employer.
Is it valid for file Form 10E to claim relief ?
