I would suggest you to visit the nearest regional centre and ask them about the detailed procedure.
From whatever I know / my understanding of the rules would like to highlight a few points
Only in case of transfer on medical grounds there has to be a minimum gap of three months ( otherwise the case for transfer might look suspicious) based on which the permission is granted. So be it before / after the permission is sought the gap has to be there.
It is advisable to submit form 109 as and when you apply for transfer. Basically institutes permission is sought after which form 109 needs to be submitted. Generally 30 day time limit is given and also there may be provisions for condonation in case of delay in submission of the same but it would be better to submit on time.
Now if the three month thing as said above is true then based on that your attempt might get delayed. (It depends on your articleship start date, leaves / extension, the 2.5 year condition to give the exams)
As I said it is advisable to visit the regional centre and ask them what is the general procedure for the same with the above points in mind.
