Regarding new amendment in service tax

Dear sir, we have received the invoice against tour packages from our supplier on 17 dec 2016, which tour will be start in April 17. But we have not yet paid this Invoice amount to supplier. So, please clarify whether we pay regarding invoice amount as per new amendment (with 9% extra ST) after 22 nd jan 17. And how will be charge for this package bill to our client (along with 9% or old rate). And what should amount of service tax we have to receive for our unpaid bill from our customer. (regarding air ticketing, Car Bill etc.) We are travel company(pvt ltd)
