we are confirmed for RCM of GTA is suspended for March 2018 Or not

Jaitley in his speech he told no RCM upto 31march 2018
it means if GTA proivde service , GTA should charge gst 5% in invoice

Only 9(4) is suspended till march 2018. All other RCM coming under 9(3) have no change.
