Quarterly nil tds return mandatory

I am Individual deductor. For F.Y. 2013-14, i have not deducted any TDS, as no TDS was deductable by me. I have not filed TDS return for Quarter 1,2 & 3 of 2013-14. As per my information it is not mandetory to file TDS return as TDS was not deducted. As per helpline of tdscpc.gov.in also advised me not to file return for 3 quarters. As per the link below of nsdl-tin FAQ also states that. But i want expert C A's advise on the same, & to my best belief this forum will surely provide best advise for my query.

As per the new notification, from Q2 of F.Y,2013-14 onwards, Nil return has been stopped,

So there is no requirement to file any Nil return anymore.

Yes, There is no need to file a NIL return but as far as i know you can file a Non-Filling Declaration by logging into TRACES website so that no further action/notice can be commenced by Income Tax Department.
