Can an unregistered dealer purchase goods from other state??

If you are asking for gst purpose...... Then in gst urd can puchase goods from outside state but he can't sell in other state..... If you sell good outsude state then you have to take register gst compulsory
can be purchased from other state but cannot sale to other state
