Producer company

Hi

Need to form a producer Company. Understand that it requires minimum 10 members who must be producers.

1) What is a conclusive test and documentation required to justify whether a person is a Producer/Agriculturist ?

2) Further does any body has a format for MOA AOA of Producer Co ?

3) Is a producer Company is always a Pvt Ltd ? Or it can be PUBLIC LIMITED as well?
