Dear,
Diesel and petrol is not under GST, so no requirement paid GST on diesel and petrol.
no requirement of reverse GST paid on items which is out from GST.

Sure, it's permissible to regustered dealer, you can purchase more than 5000/-
If you purchase and expenses with unregisterd dealer in 1 day more than 5000/- then you are liable to pay GST on total amount.
Example - you purchase or expenses Rs. 5500/- to unregistered dealer then you will pay GST on 5500/-
