i have received an email stating that payment of tds thru new form 17 has been postponed to 1st July,2009.
if this is true, can anyone please give the details of the notification regarding the same ?

Yes, it is... pls find the attached notifcation for the same
Yes it has been postponed. The same is now applicable on tax deducted from the month of June 2009
