May be your DSC has been expired...

it shows some time like this may be net problem or burden on site

hence keep trying to register  

My DSC is valid through 2014.

Please open the site using Explorer and try to upload the DSC

try on a different browser

Even i faced the same issue.. The solution is different for different browsers. I suggest you to use Mozilla Firefox as it is stable and works smooth compared to Internet Explorer and Chrome..

1. In case you are using Internet Explorer - Go to "Tools", under "Internet Options", click on "security" tab. Change the Security level to "Low" or lowest possible. Now try uploading DSC. It works

2. In case of Mozilla Firefox - Go to "Tools", click on "Add-ons". Go to "Plugins' tab. There, "enable" Java(TM) Platform. Once u enable, u can submit the form with DSC and this works. Tried and tested..

I have not been able to activate my DSC as suggested by you.I am using both firefox and chrome browsers.However,I have been able to solve my problem in Chrome.The steps are

Go to Settings-->Show Advanced Settings-->Privacy tab(Content Settings)-->Scroll Down to Plugins-->Click on Disable Individual Plugins-->Scroll Down to Java-->Activate the checkbox "Always Allowed"

to do this try settings as ou use for MCA21 site

This was a ITD portal end problem and has been rectified now. DSC registration should work as before.
