Whether MAT Credit Setoff is available 100% i.e (18.50 + SC + EC) or only Basic Tax i.e. 18.50%

MAT Credit Set off is available for only 18.5%
No credit can be taken on cess(SC & EC).
i think it for the entire amount rather than only 18.5%
SETT OFF ONLY AGAINST 18.5%
Tax Credit for MAT is available 100%i.e. (18.5%+SHEC+EC=19.055%)
Set off 18.5% only.
can any one be sure qnd suggest with respect to what government allows.
