Yes, tds shld be deducted if such fees relates to business in india
Since this is a foreign entity , section 195 applicable . Since this is legal fees , nil TDS under section 195 as this section in most cases does not cover legal fees
You must deduct TDS on this payment. Only Service tax on RCM basis no need to pay as the service consumed outside India.
