If GSTR 3B is not filed since Nov 17 till date, can the late filing fees be waived?

No way for waiving off. Till sep 2017, late fee for 3B is waived off.

what is the maximum late fee for November 2017 return

The late fee will be accumulating day by day.
Approximately till today maximum late fee will be
13850

No, late fee cannot be waived off by gst officer.
