Yes, ITR-4 shall be e-filed compulsorily, whether tax audit applicable or not.
- Refer Rule 12(3) Table of the Income-tax Rules.

Itr 4 and refund cases should be e filed
ITR 4 must be e-filed, else will have to go for long procedurals.
