From my understanding
If the assessee has not claimed the interest in the earlier year then he can show it as a loss from house property and adjust it from the income.

Interest u/s 24(b) of the Income Tax Act,1961 can be claimed if it is paid in PY and If property is under construction you can claim interest paid in that period after construction in 5 equal installments in 5 AY.
