Inspection of public documents pertaining to 1995 from roc

Hi Friends,

I required  to get list of members(share holders list) as on 31st march 1995 of  a public company,which will be filed allong with Form 20B (Annual Return), it is not possible to get information from  MCA because at that time manual filing was only possible, so i approched ROC they said they will not allow to inspect documents pertaining to that year, is the answer replyed by ROC is correct in law? 

and also guide me how to get this document form any other source,

ROC should provide the documents on marginal fee. Meet some superior offcer, or otherwise relevant course of action is COMPLAINT TO CLB
