we have purchase one laptop 2 months back, due to some reason laptop screen was crash. installed new screen on laptop, can we capitalised this expesnes? can we take GST input on this expneses.

Yes, you can claim the ITC in the absence of any specific restriction under the GST law.
You should capitalise the expense provided the benefit is expected to be received for a period more than 1 year.

Yes, You can claim full ITC on this transaction and also capitalized amount excluding GST.
