A Company outside from india is charging for Porject Coordination and construction Supervision, Design Drwaings and Construction Drwaings from an Indian Company, will it will fall in Import of Service , will co. needs to pay service tax on the basis of revers charge, and while making payment which accounting code is required to be selected in GAR-7 Challan.
Yes it will be import of service as the service recepient is in a taxable territory and provider is non taxable territory. You can go through place of provision rules,2012.

while making the payment for service tax liability the whole amount has been paid under single head, means by not showing Edu cess and SHEC Seprately, what are the consequences and what can be done??
The department can demand education cess and SHEC from the assessee. Its better to deposit the amounts again in proper codes, And you can avail adjustment for the excess service tax paid in your next liability,
