u r lucky to get it twice.. so keep it nad have party.
I would suggest that draft a letter to the concerned ward and attach the refund cheque along with.
keep the receiving carefully with you for future.
There may be chances that you will be called for that excess refund along with interest @ 5%.
this is a sugession to be on the safer side.
