He has not filled ITR from AY 2014-15 to AY 2016-17.
further his employer has not given any details regarding arrear.

I don't think you will be able to reach any answer without getting the arrear attribution for each applicable year. Have a written record like email etc about employers refusal to provide u info. then an obvious way would be to divide by 10, which I am sure you must have thought of.
