Can we opt for Quarterly filing of GSTR 1 from April 2018 , if filed GSTR 1 monthly up to march 2018 ?

Sir,
I have to query about GSTR-1
* that if i'm Registered TaxPayer and i filled all the return GSTR-3b but not filling GSTR-1 what will be penalty for the same from july-17 to till
* that it is mandatory to all taxpayer to file gstr-1
* Please Guide me
