If your expected turnover during the year is less than 1.5 cr than you can opt to file GST return Quarterlly ...in other case it's monthly..
GST 3B will fill Quarterly or monthly
GSTR 3B will be monthly for all, there is no concept of quarterlly in GSTR 3B.
