i think Shopkeeper who is doing business of Mobile Recharge is only a agent of telecom Company. Ultimately Service will Provide by Telecom Company to Consumer and not by Shopkeeper. He is just Doing Business on commission of 3-4%. So in my view turnover of Shopkeeper will be calculated by commission on a Recharge & not by the Recharge Amount.
So when his commission will hike over 20 Lac's then he will apply for registration under GST.

And yes GST is payable @ 18% on Commission Services.
