I am purchasing a new flat. is there any GST I need to pay? If so, where? If GST is applicable on selling/buying a Flat, on whom the GST is applicable? on buyer or seller? if on buyer, what percentage?

new flat if completion certificate / occupation certificate received no gst, else new flat attracts gst @ 12% on total value (including land) / gst @ 18% on construction agreement value depending on the agreement model.
