Gst on e commerce operators

As per current GST law, any eCommerce operators will be liable to pay GST for hotels bookong only if service providers are not registered. However, if there is difference in amount charged by operators and service providers, who is liable to GST on difference amount. Becoz logically a service receiver should get input on whole paid for service not a part of it ?? Please explain !!
