we are franchisee institute and we are collecting fee from student's, and 30% royalty of the collection we pay to the company. my query is that, are we liable to pay service tax from collection of 1 rs. or after crossing limit of rs. 10 lac

Maybe liable from Re1 as you couldbe said to be a branded service provider. Small service provider exemption may not be applicable to you.
