whether foreign exposure arise only on basis of PO received from importer and goods yet to shipped

Exposure means Risk and Foreign Exposure or Foreign currency exposure means risk related to currency which is not home currency.Any risk is raised only when you do some thing which attracts risk if you do not do anything the risk does not arise similarly, if you receive PO from Importer and do not supply there is no risk if the PO itself does not contain any such condition that if you do not supply you have to pay some thing to the Importer( because generally PO is finalized on the basis of acceptance of Proforma invoice or Offer) .
